An apron or curb cut lies in the public walk, so DOT generally wants a permit, and the Buildings Department can take an interest in a curb cut. Slab repairs behind the property line skip the DOT sidewalk permit but may meet other rules. Ask the city what is current at your address.

Ramps that serve underground parking may be structural. A slab over occupied space is part of the building, so an engineer may need to review it before major work, and Buildings permits may apply.
