How Does Sidewalk Repair Differ Between the Boroughs?
The rules are the same citywide, but the blocks are not. Manhattan jobs revolve around cellar doors, vaults and foot traffic. Brooklyn has brownstone rows, big trees and landmark districts. Queens is mostly houses with driveways and lawn strips. The Bronx combines large apartment buildings with steep hills and house blocks in the northeast.

Manhattan
Tenement blocks in the East Village have cellar doors at nearly every building. Loft blocks in SoHo add vault lights and granite, often inside a historic district. Townhouse streets on the Upper West Side and in Harlem bring tree pits, stoops and areaway fences into the job.
Brooklyn
Row house blocks in Park Slope and Bedford-Stuyvesant are lined with mature trees, and some still have bluestone. Further south, Dyker Heights and Canarsie have wide house lots with many driveway aprons crossing the flags.
Queens
Bayside and Forest Hills have heavy tree cover and roots that lift long runs of flags. Jackson Heights combines very busy shopping streets with a historic district. Howard Beach still shows sidewalk and curb damage from flooding in low lying blocks.
The Bronx
Highbridge and Morris Heights climb steeply from the Harlem River, with stepped streets in places. Fordham carries heavy shopping traffic, while Morris Park is mostly attached and detached houses with curb cuts.
What Rules Apply to Sidewalk Repair Everywhere in NYC?
In every borough, the property owner must install, repair and maintain the sidewalk in front of the property under Administrative Code section 19-152, including the side of a corner lot. Sidewalk work generally needs a DOT permit. Street trees belong to NYC Parks. These rules are the same in Mott Haven and in Tribeca.
- Liability. Section 7-210 makes owners of most properties liable for injuries from a sidewalk they did not maintain. Owner occupied one, two and three family homes used only as residences are an exception, though the repair duty still applies.
- Violations. DOT inspects sidewalks and can issue a Notice of Violation. If the owner does not make the repair, the city can do it and bill the owner, and unpaid bills can become a lien.
- Trees. Roots of a street tree cannot be cut without Parks approval. The Parks Trees and Sidewalks program may repair some tree damaged sidewalks at eligible one, two and three family homes.
- Landmarks. In historic districts, historic paving, stoops and areaways can need Landmarks Preservation Commission approval.

Hardware and staging drive Manhattan jobs, trees and landmark materials drive many Brooklyn jobs, aprons and long frontages drive Queens jobs, and slopes and large building frontages drive Bronx jobs. What Does the Repair Process Look Like in Any Borough?
The steps are the same across the city: a site visit, a written price, the DOT permit, break out of the damaged flags, base preparation, a new pour to DOT specifications for thickness, slope and finish, and curing time. Most jobs take one to two weeks, and the permit usually takes two to three business days.
