What Breaks Sidewalks in the East Village?
Good tree cover, heavy foot traffic and a great many cellar doors do the damage. Roots lift flags on shaded side streets, while the busy restaurant rows near St. Marks Place and Second Avenue wear surfaces down. Cellar door frames add another weak point.
Many blocks here are lined with five and six story tenements and older row houses. Below grade shops have steps down from the walk, and stoops on the side streets reach the sidewalk line. Each of these meets the walk at an edge that tends to fail.
- Flags lifted by street tree roots
- Broken concrete around cellar doors
- Cracks where stoops and areaways meet the walk
- Pitted surfaces near restaurant doors and outdoor seating
- Tree pit edges that crumble
- Patches from old utility cuts that have sunk
Dining and nightlife keep the walks in use late into the evening. Spilled liquids, grease and sidewalk cleaning water add to the wear, and winter salt does the rest.
On blocks facing Tompkins Square Park, tree roots are especially active. A flag that rocks under your foot has often lost its base to a root pushing from below.

How We Fix It
How Do We Repair an East Village Sidewalk?
Crews cut the broken flags along their joints, lift them out and clear the debris. We reset the base, form the new section and pour concrete level with the walk on either side. Where a tree or cellar door is involved, the work is planned around it.
Near trees, we dig carefully and look at what the roots are doing. Street trees belong to NYC Parks, so roots cannot be cut without approval, and the plan may include shaping the new flag around them.
Around cellar doors, the old frame and the concrete beside it are handled together. A frame that has rusted through is replaced so the new concrete has something solid to meet.
Sidewalk replacement usually takes one to two weeks, depending on length and weather. New flags must cure before they can take foot traffic.
What Rules Cover Sidewalks in the East Village Historic Districts?
The owner of the building must keep the sidewalk in front of it in good repair. The East Village is also home to three historic districts, and Landmarks review can matter for building exteriors. Ordinary flag replacement is usually straightforward, but confirm current rules with the city.
The three districts are the East Village and Lower East Side district, St. Mark's and East 10th Street. Their rules mostly address buildings, yet materials and features near a landmarked building are worth checking before you order work.
Liability for a fall on a defective walk usually falls on the owner. Owner occupied one to three family homes are excepted, which will cover only a few of the buildings here. Mixed use landlords carry the full exposure.
The Department of Transportation issues violations after an inspection or complaint, and the city can repair the walk and bill the owner. Once the work is done, an owner can ask for the violation to be dismissed. Our page on sidewalk violations explains the order of events.
Eligible one to three family homes may qualify for help from the Trees and Sidewalks program when roots did the damage. Our office files the DOT sidewalk permit and any DOB permit, and approvals generally take two to three business days.
