What Is Wrong With Sidewalks in Front of NoHo Lofts?
NoHo sidewalks have features most of the city does not: vault lights set into the pavement, sidewalk vaults underneath, granite curbs and loading platforms. Over time the slabs around these features crack, the vault lights loosen, and curb edges chip where trucks load.
The blocks between Broadway and the Bowery, north of Houston Street, are lined with cast iron and masonry loft and warehouse buildings. Many have a basement vault that extends under the public sidewalk. That vault has a roof, and the roof is what you walk on.

There are few trees here, so roots are rarely the cause. The wear comes from foot traffic around Lafayette Street, Bleecker Street and Astor Place, from deliveries along Bond Street and Great Jones Street, and from the age of what lies under the pavement.

How We Fix It
How Do You Repair a Sidewalk Above a Vault?
We start by finding out what is below. If the vault roof is sound, the crew replaces the cracked flags and resets or replaces loose vault lights. If the roof is weak, the repair becomes structural and an engineer may be needed. We say which one applies before you commit.
Vault lights are small glass lenses set in an iron or concrete frame. When the frame corrodes or the lenses crack, water gets into the vault below. Repair can mean resetting the frame, replacing broken lenses or replacing the whole panel with a solid cover. We lay out the options.
Granite curbs are heavy and often reusable. A shifted curb can be reset on a new bed, and a chipped one patched. Replacing granite is possible but costs more, so we only suggest it when repair will not hold.
The new flags are cut to meet the vault lights and the curb cleanly. Edges are finished so they do not create a lip that a heel or a hand truck can catch.
Does the NoHo Historic District Change How Sidewalk Work Is Done?
It can. NoHo has the NoHo Historic District and the NoHo East Historic District, and Landmarks Preservation Commission approval can apply to historic materials such as vault lights and granite curbs. Sidewalk work also generally needs a DOT permit. Please check the rules in force with the city for your lot.
The owner must keep the sidewalk next to the property in repair under Admin Code 19-152. Liability for injuries on it usually rests with the owner. The exception under 7-210 covers only owner occupied one to three family homes, which are rare in NoHo, though a few row houses exist, such as those in Colonnade Row.
A DOT violation may follow a defect, and the city is also able to fix the sidewalk and send the bill to the owner. Once you have fixed the defect, you can ask DOT to dismiss. The sidewalk violations page explains how that works.

What about Local Law 11?
Taller lofts, those above six stories, are covered by the Local Law 11 facade program. That is a separate scope from the sidewalk, but a facade scaffold on your frontage is a good reason to fix the flags before it goes up.
