What Is Wrong With Sidewalks on the Lower East Side?
Tenement blocks here pair narrow lots with cellar doors, basement shop entrances and a lot of foot traffic late into the night. The pavement takes salt, spilled liquids, hand trucks and crowds. The result is cracked flags, sunken edges around metal openings and surfaces that flake.
Orchard Street, Essex Street and Allen Street all see heavy use. Around Delancey Street, traffic funnels to the subway and the Williamsburg Bridge, and the pavement shows it. The tenements themselves were built before sidewalks carried this much weight.
- Cracked flags in front of old law tenements
- Sunken concrete around cellar doors
- Chipped edges at basement shop entrances
- Joints open from hand trucks and delivery carts
- Slabs that slope toward the building wall
- Flaking surface where water ponds after rain
Mixed tree cover means some blocks have roots lifting panels, and others have none at all. We look at each frontage on its own.

How We Fix It
How Do You Repair Sidewalk Flags Beside a Cellar Door?
We find what is below, cut out the failed flags and pour new ones that meet the cellar frame cleanly. The new slab slopes away from the opening so rain does not run down the stairs. Where the frame has rusted, we note that in the estimate as separate work.
Many Lower East Side buildings have vaults or cellars under the sidewalk. We check for signs of them before breaking concrete, such as hollow sounds, glass lights or old frames. If the slab is carried by a failing vault, repair may need a licensed professional first.
At storefronts, we pay attention to the threshold. A lip at the door catches feet and hand trucks, and a flat, sloped transition lasts longer.
Sidewalk replacement takes one to two weeks, and permits add two to three business days.
Who Pays for Sidewalk Repair in a Lower East Side Building?
The owner of the building next to the sidewalk must keep it in repair and is usually liable if someone is hurt. Owner occupied homes with one to three families are an exception on liability. Tenement and co op owners generally are not. Confirm current rules with the city.
The big co op complexes along Grand Street and the NYCHA developments near the river have their own management. If you serve on a co op board or manage a building, we can prepare a written scope for a vote.
When the Department of Transportation issues a violation, you can repair the sidewalk and then request dismissal. If you do not act, the city can repair it and bill the owner. Our sidewalk violations page explains the path from notice to dismissal.
A permit is generally required for sidewalk work, and we file it for you. No historic district is confirmed in this neighborhood, though the Tenement Museum area has its own considerations worth checking with the city.
