What Happens to Stoops on Upper East Side Townhouses?
Mansions and townhouses on the side streets between Fifth and Lexington Avenues have stoops of stone, brick or concrete, usually with iron railings and an areaway below. Water, salt and age wear them: treads spall, joints open and rail posts loosen from their sockets.
A stoop is a structure, not just a staircase. Stone treads sit on a masonry core. If water gets in through open joints, the core can crumble and the steps pull away from the house.
The iron railings add character and a problem. Rust grows at the base of each post, swells and cracks the stone around it. The longer that goes, the bigger the repair.
Doorman buildings on Park and Fifth Avenue have a different set of steps: broad, shallow flights under a canopy, often with a ramp beside them. Polished stone treads there turn slick when wet, so we talk about grip and drainage as well as cracks.
Next to the stoop, the areaway stair that goes down to the garden level has its own set of steps and railing. We look at both, since one water problem often runs through them.
Do Landmark Rules Apply to Stoop Repairs Here?
Often yes. The neighborhood has many historic districts: Upper East Side, Metropolitan Museum, Park Avenue, Carnegie Hill, Treadwell Farm and Henderson Place. Landmarks Preservation Commission approval can apply to visible changes, including stoop materials and railings. Check the current rules for your building with the city.
Like for like repair is usually easier to approve than a redesign. Reset stone, repointed joints and a rebuilt step in matching material are more straightforward than a change in look. We tell you early if what you want probably needs approval.
A stoop repair confined to your own lot avoids the DOT sidewalk permit. Structural stoop work can involve the Department of Buildings, and steps that project onto the public sidewalk raise further questions.
For a co op above six stories, Local Law 11 facade work is often scheduled alongside entrance step repairs, so the sidewalk is only disturbed once.
