Who Is Responsible and What Rules Apply on the Upper East Side?
Under Admin Code 19-152 the owner of the building next to the sidewalk must keep it in repair. Under section 7-210, most owners can be held liable when someone is hurt. An owner occupied one to three family home is the exception. Check the current rules with the city.
