Why Do Ocean Parkway Sidewalks Lift and Crack?
Ocean Parkway has very heavy tree cover on its malls and service roads. Roots push under the wide sidewalks and raise flags, and years of freeze and thaw open the cracks further. The result is raised edges and broken sections that trip people and often draw a DOT notice.
Ocean Parkway runs from Prospect Park south to Brighton Beach and Coney Island. The stretch most people mean when they say Ocean Parkway passes through Kensington, Midwood, Homecrest and Gravesend. The parkway itself is a designated New York City scenic landmark, and its tree lined malls, benches and bike path make it one of Brooklyn's best known streets.
Sidewalks along the service roads are wide, and that gives the roots plenty of room to work. Lifted flags are the most common defect here, and a single tree can affect several flags in a row.
Buildings along the parkway include pre war and postwar apartment buildings and large detached and semi detached houses. Frontages are often longer than on a row house block, so a repair can cover many more flags.
The Repair
How Do You Repair a Sidewalk Beside a Parkway Tree?
The crew cuts and removes the raised flags, works carefully around the root, compacts the base and pours new concrete to DOT specifications for thickness, slope and finish. The flags are set so the root has room and the surface sits level with the walk next to it.
Roots decide the pace. Street trees belong to NYC Parks, and cutting roots without approval is not allowed. If a root is the cause, we work around it and tell you how likely it is to lift the new concrete again.
Wide service road sidewalks give us space to work, but they also mean more concrete. The job takes one to two weeks once permit and curing time are counted.
Who Is Responsible for the Sidewalk on Ocean Parkway?
The property owner is responsible for the sidewalk in front of the building, under NYC Administrative Code section 19-152. Owners of most properties can also be held liable for injuries under section 7-210, except owner occupied one, two and three family homes used only as residences. Confirm current rules with the city.
For apartment buildings along the parkway, that means the owner or the board carries both duties. Managers usually act fast on a DOT notice, since unpaid city repairs can turn into a lien and open violations can slow a sale or refinance.
Owners of detached houses have the repair duty even if the liability exception applies to them. If a city tree lifted your flags, ask NYC Parks or 311 about the Trees and Sidewalks program. It may cover eligible one, two and three family homes.

What Do You Do About Each Common Ocean Parkway Sidewalk Problem?
Each defect has its own fix. Raised flags near trees are replaced with roots in mind, cracked flags are cut out and repoured, sunken sections get a new base, and broken curb edges are priced separately. The table shows the usual match between problem and repair.
| Problem | What we do |
|---|---|
| Flag lifted by a tree root | Replace the flag and shape the pit so the root has room |
| Cracked or broken flag | Cut out the flag, rebuild the base and pour new |
| Sunken section | Remove it, fix the soft base and repour |
| Raised joint that trips people | Replace the raised flag or the pair of flags |
| Broken driveway apron | Rebuild the apron thicker for vehicle weight |
| Chipped curb edge | Priced as a separate item for you to decide |
Many houses along the service roads have driveways, so aprons show up on the list more often here than on a typical row house block.

How Much Does Sidewalk Repair Cost on Ocean Parkway?
Cost depends on the number of flags, the total area, tree root work, driveway aprons, curb damage and access. Long frontages on the parkway and its service roads add up quickly, and corner lots carry two sides. We give a written price after a free visit and never quote over the phone.
A short frontage with a few raised flags is a modest job. A large apartment building with sidewalk on two streets is a big one. We can often split the work into stages when an owner or board wants to spread it out.
Is It Better to Repair Ocean Parkway Sidewalks Before Winter?
Yes, when you can. Concrete cures best in mild weather, and freeze and thaw widens every crack over the cold months. A flag that is only slightly raised in fall can be a serious trip hazard by spring, and snow makes the edge harder to see.
Fall also helps because leaf litter on the malls hides raised edges. People walk into them without warning. Repairing early keeps residents safe and can head off a notice at the same time.
Owners must also clear snow and ice from the sidewalk within the time city rules set. A broken walk is harder to clear well.
